„Gaia-X Hub Austria – Domain Smart City“

A defining theme in the development of livable, future-ready cities is the increasing interconnection of urban infrastructures. Mobility systems, energy supply, buildings, digital administration, and public services are being linked through digitalization and managed via IT systems. Modern cities continuously collect data and integrate it with upstream and downstream processes—from traffic planning and energy use to citizen communication. Cross-sectoral data exchange (“Urban Data Sharing”) between public administrations, businesses, and citizens is seen as the next step toward the smart city and forms the basis for increased efficiency, greater sustainability, and improved quality of life. Austria’s cities demonstrate a high level of technological maturity in individual sectors, but often lack systemic integration across sectors. Urban Data Sharing therefore holds particular potential for urban development in Austria.

Efficiency gains through Urban Data Sharing are theoretically possible for Austria’s cities, but in practice, they remain largely a vision for the future. Numerous challenges still need to be addressed in order to realize the economic and societal benefits for cities and their populations. The core issue: the topic is highly complex. There are different political and technical approaches, competing data platforms and proprietary systems, as well as a wide range of projects with significantly divergent objectives. The number of people in Austrian cities who actively and systematically engage with urban data infrastructures and their governance is limited. Municipalities often face tight time and personnel constraints.

Limited resources and fragmented responsibilities across administrative levels result in many cities taking a wait-and-see approach. Ongoing developments are often observed but not acted upon until external actors—such as through legal requirements, funding programs, or technological standards—create new frameworks.

This is where Gaia-X Hub Austria steps in, within the Smart City domain. Together with partner organizations such as the City of Vienna – Municipal Department 01, Wien Digital, Urban Innovation Vienna, AIT Austrian Institute of Technology, Data Intelligence Offensive, FIWARE, and other stakeholders, we bundle activities and pursue several key goals, including:

Joint knowledge development on Urban Data Sharing and Smart City platforms
We gather and share information on data-driven urban development, digital infrastructures, and Urban Data Spaces. This includes insights into existing initiatives, data strategies, technical standards, and European flagship projects relevant to Austrian cities.

Exchange of experiences and network building around Smart City applications
We facilitate regular dialogue between cities, research institutions, technology providers, and civil society actors. Our focus is on building an interdisciplinary network in Austria and connecting with European initiatives such as Gaia-X, Living-in.EU, European Data Spaces for Smart Communities, and the Data Spaces Business Alliance (DSBA).
